Key findings from the 3rd meeting (March, 2, 2010)

1. It is better to focus first on the development, expansion and health of the local economy in order to generate income for local government, to improve business stability, and to generate a feeling of a future in the region.

From overseas experience, businesses which start in a difficult financial climate usually fail in 2-3 yrs. While it is easy to state the problem lies with the business owner, it is possible for local government to monitor and advise on good business practices. Classes can be started for 1st, 2nd and 3rd year business people to come and learn the skills they need to grow. The business to population ratio is high in Szczecin, so the willingness is there. Local government can help by supporting education of the business people. A city which supports local business is much more attractive to investors and residents. The existing paper trail to register/start a business is unnecessary. The motivation behind starting a business should be local promotion rather than control. Too many decisions are left to the hands of a few individuals who have no peer review.

There are many organizations with capital for business development, and local government can promote these without needing to offer tax breaks or other income losing incentives to attract business to the area. An example could be discounted public transport to workplaces.

2. A second focus should be placed on attracting service based industries into Szczecin. Service based industries typically employ 4 to 5 times more people than production based industries. They are more in tune with current educational offerings in Szczecin than heavy industry. Green industry is growing rapidly, solar heating, waste recycling, wind powered generators, and the like. There are ample places to site these in the region.

3. A third focus should be improving integration with schools, universities, polytechnics etc and business needs in the region. If educational institutes produce graduates who are not needed in the local economy, it shows a complete lack of integration between the needs of the region and the education goals. Local government should be placing more emphasis on educating to meet the needs of the local area. Another 500 teachers is pointless for 20 vacancies. If businesses are looking for specific skills, they should be met by local education services. The needs must be matched by the education sector. If they don't talk now to each other at themoment to synchronize their plans, it is up to local government to make sure it helps make it happen. Local government can do a lot to invest in the future of the region by investing in the resources it already has.

4. A fourth focus should be on the teaching of "service" at all levels of society. From a foreign perspective, the word "service" means satisfying the customer. It appears that the Polish perspective means "more hard work for no reward". A complete programme to teach the "western service perspective" of "service" needs to be implemented at EVERY level of society and business. The gains are: co-operative business relationships, trust between people, a tidier city, more respect to clerks and administrators, honesty, recognition of contribution, fair prices for fair work, a shift away from laziness. A typical result would be a complete lack of dog faeces on the streets, much less litter, less graffiti, less vandalism.

5. A final prime focus should be on the maintenance and development of infrastructure in the region. Road maintenance, transport planning, cleaning the Odra River and zalew, matching the needs of the people to the services provided, quality work. For anyone with a car with small wheels or who rides a bicycle will know, the road maintenance plan hasn't worked. The length of time it takes to complete projects is ridiculous by foreign standards. If work starts, it should finished quickly. Instead of 5 open projects, finish just 1, then start the second etc. If there are reasons why work can't continue, the priority is fixing the problem.

1. W pierwszej kolejności należałoby skoncentrować się na rozwoju lokalnej gospodarki, bowiem dzięki jej trwałej w czasie ekspansji nie tylko będzie bogaciło się miasto i jego mieszkańcy, ale także region będzie postrzegany jako oferujący prorozwojowe warunki w przyszłości.

Z doświadczeń obcokrajowców wynika, że inwestycje i przedsięwzięcia rozpoczynane w czasie dekoniunktury często upadają w ciągu dwóch-trzech lat. Wprawdzie można powiedzieć, że przedsiębiorcy powinni radzić sobie sami, tym niemniej miasto mogłoby ich wspomóc w dość prosty sposób zaczynając chociażby od monitorowania ich kondycji oraz doradztwa (szkoleń) w zakresie dobrych praktyk prowadzenia biznesu. Szkolenia i doradztwo mogłyby być prowadzone zwłaszcza dla przedsiębiorców z niedługim stażem (1-3 lata) i nakierowane na uczenie sposobów rozwijania prowadzonych przez nich biznesów (np. strategie wzrostu firmy), tak aby mikro i małe przedsiębiorstwa przekształcały się w firmy średnie i duże.

Szczecin może się poszczycić wysokim wskaźnikiem przedsiębiorczości, co oznacza, że mieszkańcy samodzielnie wykazują się inicjatywą, zakładają firmy. Władze miasta mogłyby wspomóc lokalny biznes odpowiednimi szkoleniami. Miasto wspierające przedsiębiorców jest pod wieloma względami bardziej atrakcyjne dla inwestorów i mieszkańców. A dla przykładu obecna procedura rejestracji działalności gospodarczej jest zbyt zbiurokratyzowana. Motywacją ze strony urzędników dla dopingowania powstawania nowych firm powinno być raczej wspieranie i promowanie przez miasto lokalnej przedsiębiorczości, a nie jej kontrola. Wymaga to zmiany nastawienia urzędników, którzy często nie mają wystarczającej wiedzy na temat branży, w której działa, czy zamierza działać dany przedsiębiorca.

Z drugiej strony, istnieje wiele organizacji zapewniających fundusze na finansowanie działalności gospodarczej i władze miasta mogłyby je wspierać poprzez ich promocję bez konieczności oferowania ulg podatkowych czy innych form wiążących się ze znacznymi obciążeniami dla budżetu miasta. Przykładem mogą być także zniżki na dojazdy do pracy publicznymi środkami transportu.

2. Kolejnym krokiem powinno być skupienie się na przyciągnięciu do Szczecina przedsiębiorstw usługowych. Firmy oferujące usługi zatrudniają zwykle 4 do 5 razy więcej pracowników niż przedsiębiorstwa produkcyjne. Są one również bardziej zbieżne z obecną ofertą edukacyjną Szczecina niż przemysł ciężki. Szybko rozwija się przemysł ekologiczny – wykorzystanie energii słonecznej, recykling odpadów, elektrownie wiatrowe i tym podobne. W regionie istnieje ogromna ilość terenów wymarzonych dla tego rodzaju inwestycji.

3. Warto położyć nacisk na rozwój współpracy szkół, uczelni i biznesu lokalnego. Jeśli szczecińskie uczelnie opuszcza rzesza absolwentów niepotrzebnych na lokalnym rynku pracy, to wskazuje to na kompletny brak dopasowania potrzeb lokalnej gospodarki i celów edukacyjnych uczelni. Władze miasta mogłyby bardziej podkreślać potrzebę uzupełniania kadr w konkretnych dziedzinach, a uczelnie wychodzić naprzeciw lokalnemu biznesowi. W sytuacji istnienia np. zaledwie 20 wakatów, kształcenie kolejnych 500 nauczycieli jest działaniem bezsensownym. Skoro biznes poszukuje pracowników z konkretnymi umiejętnościami, powinny one być promowane przez system oświatowy. Potrzeby kadrowe w gospodarce muszą być zaspokajane przez lokalne uczelnie. Jeśli oba sektory nie konsultują ze sobą potrzeb i możliwości, władze miasta powinny ich do tego zachęcać i stymulować. Władze mogą zdziałać naprawdę wiele dla regionu, jeśli właściwie zainwestują w zasoby intelektualne.

4. Kolejnym aspektem jest promowanie właściwego sposobu świadczenia usług. Z punktu widzenia obcokrajowców „usługi” mają na celu przede wszystkim zadowolenie i satysfakcję klienta. Wydaje się, że Polacy rozumieją usługi jako „więcej ciężkiej pracy bez wzrostu wynagrodzenia”. Jest zatem absolutnie koniecznym zaszczepienie i utrwalenie zachodniego sposobu świadczenia usług, zarówno wśród ich odbiorców jaki i przedsiębiorstw i instytucji usługowych. Dzięki zmianie optyki w tym obszarze, możemy wypracować nie tylko partnerskie relacje w biznesie, czy zaufanie społeczne, ale także poprawę czystości w mieście, wzrost szacunku dla sprzedawców i urzędników, uczciwość, godziwą płacę za uczciwą pracę, rezygnację z lenistwa i stagnacji. Bezpośrednim skutkiem zmiany nastawienia będą choćby czyste chodniki, mniej śmieci, graffiti i aktów wandalizmu.

5. Istotnym celem nowej strategii jest także rewitalizacja i rozwój przestrzeni miejskiej. Jej elementami są remonty dróg, rozwój transportu publicznego, oczyszczenie Odry i Zalewu Szczecińskiego oraz odpowiedź na potrzeby mieszkańców w zakresie infrastruktury i usług. Wszyscy rowerzyści i kierowcy małych aut osobowych na co dzień doświadczają uciążliwości związanych z nieremontowanymi nawierzchniami. Z zachodniego punktu widzenia, czas, jaki w Szczecinie jest konieczny do ukończenia rozpoczętej inwestycji jest niedorzeczny. Skoro ktoś decyduje się na rozpoczęcie jakiegoś projektu, to powinien go ukończyć najszybciej jak to możliwie. Zamiast rozpoczynać pięć wielkich inwestycji, ukończcie jedną i dopiero wtedy rozpoczynajcie następną. Jeśli z jakichś przyczyn nie można kontynuować prac, priorytetem powinno być jak najszybsze znalezienie rozwiązania.

Hi everyone
First of all I would like to thank all the people present at the meeting and specially the one's who invite me. After said that;
observation and viewer in a quantum mechanism process, the subject is the person who's conditioning the environment where subject and object are together and part in a unison of a global mechanism of apparently casualty

I have been invited to be a part of sharing ideas for a better Szczecin,
and I was surprised about the expectations of the perception of the city!

Billboards – dogs excrements – decorated houses – graffiti- after school training or“editing” after school hours.
Yes, they are important issues and some of those projects are already in action, but I do firmly believe that education and tourism will make the difference and once the people is educated the problem of the dog excrements there will be no longer a discussion and billboards will slowly disappear once houses are renewed.
About the decorated houses in Albania there is a famous artist who is making all the buildings nice and clean but unfortunately the city has road like a Swiss cheese plus there no at all job offers for all the people who would love to move forward their future.
Far more important than a litter city...are the things that can easily be done once the city has a point of interest, while offering job opportunities to the younger and older citizens.
For the moment I believe that a colorful billboard is better than an ugly gray old and half-destroyed building.
To renew old buildings, to organize a better history plan of the city, or to organize a safari tour in a beautiful Poland scenery by jeep, wedding houses which offer better solution to the future by offering new potential development and wedding proposals.
(yes they will be a bit more expensive but the quality of the weddings is once for lifetime “hopefully”). More option within Cultural events and cultural shopping places, as it seems that Galaxy takes over! Those are the things that should take place in a discussion to reinforce the city and its citizens.
Someone said that if you go to Russia they speak Russian, if you go to Poland they speak Polish but I add, that it is important to speak more than just one language because it opens your world view and communication matter, specially in a world where English language it's a “must” in your CV and of course all the other languages are welcome, Italian / Spanish/ Russian/etc.
Talking about the Languages or simple education...polish people want to learn more and their desire is to move forward to let the world know, the knowledge and beauty of their country and for this reason they please their needs by studying languages in private, where the proper education is missing (what is more important in communication.)

Polish people would love working in a nice environment such as Mercedes-Benz (for example) or most of the cars dealers,(BMW, OPEL,HONDA...) or Bank , Google etc,... but unfortunately while the Feng Shui of the parks is in its best harmony, offices are still suffering from the political history adventure.
As we only have one life to live, it is better to work in a friendly harmony; if not among the people at least in a nice organized, well presented structure. However once the structure is well presented, will have its own good effect/impact to the workers. Of course if you start working at 10 am till 6pm with no break in an old building still having the second world war energy, and then again without having at least 10 minute off, the expectations will unfortunately match reality.
There was a suggestion at the meeting about “more friendly taxi drivers”!!! an utopia!
(as to find a good driver with a car named Tico )!
I've been traveling ever since and taxi driver are all the same and have equal mood all over the world You will be lucky to meet a kind one during your travel with the exception that will not make the difference...most of them, the biggest majority have all the same manners.
Children, our future, a rhetorical word that is never to be listened.
A Few old places prepare to please their birthday parties or to keep the kids at home on weekends, because there is nothing going on and I cannot believe I'm the only one, who wants to move forward with an educational project, that will open a new door to the ocean of the education.
After school training!!!...who wants to go at school after school?
...and for what you need a school training if there are no other possibilities than working in Galaxy!
Plus, it is called an idea what has already been created in USA. This is no longer something new, but only copying different country ideas to other reality of life within a different harmony and different options of quality of life. It would be better to complete a good/fair performance in what is already in use, instead of spending money to please a very small amount of children.
What about all the other children?

And then again, attractions for teenagers, not only Pubs, will offer job positions and a different options for the youngest not to be destroyed by alcohol at the age of twenty.
This is what opens door to Art, Fashion show, Events, Musical party, Ballet and so on...
Graffiti...I love street art and for this should be, organized specific areas that offer young artist the chance to spread their wings and not to cut their artistic expression.
And what about houses/structures to please /help/entertain the older people.
Those are the discussions to be made during the meeting of such importance for the city and citizens in a long vision project as 2050 Szczecin floating garden

Moving on, as a conclusion, projects I just mentioned are better than billboards and dog excrement and about the transportation facilities problem...once the city is prepared to offer tourist attractions and leave the decision for the people to live in this city, more money will be registered within more job options and the level of life standard will be higher.
The conversations at the meeting about sharing ideas will not offer jobs and for this matter if there is no work, people will leave the beautiful city to reach the bigger one called “metropoly” and the city will keep on falling and for this reason, there is no need to create new sidewalk for an empty town.
Methodological speaking, all what has been planned and written will take exactly 40 years to be done, at his stage there is no point to talk about it.
If you all know what I mean, I have ready solutions that will make the difference, not just copied ideas!!!

Happiness is a result of your own knowledge,your self understanding and accepting your rule in life.
Therefore, Education and tourism are the future of an “happy”, organize leaving society.
There is so much Art to be shown, to be presented, to be part of, to know, to experiment, to expose, to be motivated, to be active of, that Szczecin should point in to this direction.
There is so much ignorance that education it self should be educated.
Just imagine when you are at the simple supermarket or commercial center and an item is laying on the floor and nobody is picking it up, they are just waiting for somebody in duty to do the simple gesture of doing the action by lifting the object;
and I can not believe, but I do as I just mentioned the ignorance we are following for the simple things, I'm the only one who's trying to push forward a school project that will only offer benefits to all the society. Simple things can make the difference exactly as your desk organization, the harmony of your house, the style of your leaving.
School President, educational ambassadors, Ministry or Government institution , they all should embrace such an opportunity to move forward within the education and not following a system like robots and than complaining because the rising of a multiple problems to be covered.
It seems like, to be Cristoforo Colombo trying to move forward his idea to cross the door in Gibraltar, the Hercules columns, to show the rest of the people who believed they were the only one in the world!!!
I mean, in another state of time and mind, we are still afraid of moving in different direction and we are carrying, and not following, an educational institution since the medieval time. However we fly to the moon; but what for the rest of the people! What it means to us when somebody else went for such a journey! No doubt we are surrounded by problems who involved human resources in a never ending story. the simple littering will be no longer a problem because the people will be already trained not to do it, instead of taking care of the litter it self later.
We all thank Mrs. Montessori for her educational advise, but it is a method no longer adaptable on this days, in this time, within this society, plus she died in 1952, it is like driving an old Mercedes or traveling in an old airbus...would you?
Education its a scientific program with no fixed rules as we are in a total daily renovation. The same newspaper we read in the morning it's already history a minute later we read it; imagine the single book we study at school! What is the meaning of all the surrounding, technology, science, architecture, Art, if we are blocked by an old school idea?
Education is the most powerful weapon and it can be used not to fight but to be organize in all the things we do in life or at list a big part of it, after all, life/God it/him self is in charge of all of us.
However it is possible to please our life's within a better character, a better mood, a better education and a better resolution for major problems we face.
There is no point to add extra school classes to cover what is a mess.
There is no point to renew the old school with new programs to cover what is missing; plus, it's about the time to stop to provide school meal by using catering service. We are not in an airplane, but children should be educated in what they are eating at list they know the preparation and not creating extra classes to teach them what to eat!!!
Why education and tourism...because we all travel, doesn't matter if it is for a long or a short distance,
as the travel can be from home to shopping center, it open our knowledge and give us the permission to interact within the neighbors. We all love to be loved or to be nice,well treated once we are served in any matter we face, from a shopping cashier, to our chauffeur, a taxi driver, a restaurant, bank, you name it...Education and tourism it's the answer. Social education, culture, science, Art in every aspect can be presented.
I mention in my previous blog about a simple wedding house...of course people get what they got when there is no other choice. Even if it is a matter of paying a bit more but you are sure that you can offer to your self more than just a ring on your finger. We all wear different clothes, drive different cars, read any book and not just that book, because there is a choice, a choice of been a part of a “free” leaving person. For the fun park just contact me and I will open your creative inspiration to please your future exactly as the obligatory school. I'm a freethinker with conscience, I do not spread word without thinking of it, such as dog toilet or billboards. Forgive me but this subject really makes me laugh.
Point number one where to build such a toilet, how many and how much!!!
Billboards! There is no even a discussion as I believe it would be better to remove, by offering a different position, the center city gasoline stations, at my point of view very, very dangerous.
